About National Technical Awards (NTA)
One of the statutory functions of the National Council for Technical Education (NACTE) as stipulated in Section 5 of the Act No. 9 of 1997 is to “establish and make awards in technical education and training which are consistent in standard and comparable to related awards in Tanzania and internationally”.
The Council has defined and established a range of National Technical Awards (NTA) to be conferred on graduates of technical education and training upon successful completion of their respective studies in various technical fields.
The NTA are competence/outcomes based defined according to specific levels of achievement and designed to testify that the holder of the award possesses the requisite knowledge necessary to apply competently the knowledge and skills described in the relevant occupational sector. Competence in this case refers to the ability to successfully carry out some occupational activity and it is described in terms of skills, knowledge and aptitude/understanding as well as typical context and level that a person who posses such competence could work in.
The NTA system comprises of a framework consisting of a set of guidelines established to enable national recognition of skills, knowledge and understanding to be acquired by a learner seeking the NTA qualification. The NTA framework is intended to provide clear and accurate information about the purposes and outcomes of technical education and training, in a form that will be useful to stakeholders. Each technical education and training qualification/award is assigned to a level in the above named qualifications framework. Each level in the qualifications framework has a competence descriptor.
Competence Descriptors
The competence descriptors describe qualifications/awards through competencies (skills, knowledge and attitudes). The competence descriptors are statements indicating broad, generic standards of achievement at a particular level and specify the requirements for a particular context in terms of: working under supervision versus working independently, working under routine versus unfamiliar and complex situations, solving concrete and closed problems with few variables versus abstract open ended problems with many variables, etc.
